Census 2027 is the first digital Census

Census 2027 is the first digital Census and is expected to be a landmark endeavour in the history of India with its seamlessness capacity for collection, compilation and dissemination of data with increased efficiency, accuracy and speed. Census 2027 will be conducted in two phases, i.e. Phase I-House Listing and Housing Census, in short HLO, which will take place in the State of Kerala from 1st July, 2026 to 30th July, 2026 and Phase II - Population Enumeration in February, 2027. A total of 33 questions have been duly notified and the State Government has already issued a Notification on 07th May, 2026 for public co-operation in furnishing accurate, unambiguous information in response to the questions. As a part of this, there will be a 15-day period of self-enumeration commencing on 16th June, 2026 during which the public can directly submit their household particulars through the portal https://se.census.gov.in/. The data thus submitted by the public will be verified by Enumerators during their field visit for data collection. Approximately 61,282 Enumerators and 10,189 Supervisors mostly teachers and other government employees have been identified from across Kerala to visit the Houselisting Blocks demarcated using a web mapping application and allotted to them for the data collection. The enumerators, will use a mobile app namely HLO app for data collection and the entire operation will be managed via a dedicated web portal, Census Management and Monitoring System. Census of India, acclaimed to be the largest administrative and statistical exercise in the world, is included in the Union list as serial number 69 in the Seventh Schedule of the Constitution of India and is being conducted under the legal provisions of the Census Act, 1948 and the Census Rules, 1990. Having the legacy of more than 150 years, the first Census in India was in 1872 and the latest in 2011. The upcoming Census 2027 exercise marks the 16th in the series and 8th since independence. Census circulars are issued by the Office of the Registrar General & Census Commissioner, India, an office functioning under the Union Home Ministry. The Directorate of Census Operations, Kerala is responsible for coordinating the activities with the State Government with the Director being the Chief Principal Census Officer. The State Nodal Department is General Administration Department (GAD) with its Secretary as the State Nodal Officer for Census. The District Collectors are the Principal Census Officers (PCO) responsible for the Census Operations in the respective Districts. There are District Census Officers, Additional PCOs and other Census functionaries including Charge Officers, Additional Charge Officers, Enumerators and Supervisors etc. Director of Census Operations &
